The order appealed from dismissed an appeal from an order of the Washington County School Committee which detached from Joint
School District No. 2 of West Bend, Addison and Barton Townships in Washington County, commonly known as the Oak Knoll School
District, the west portion thereof lying generally west of Big Cedar Lake and attached it to Joint School District No. 1 of
the village of Slinger and the townships of Addison, Hartford, Polk and West Bend, hereinafter called the 'Slinger district;'
and also detached therefrom the remaining portion lying generally east of Big Cedar Lake and attached it to Joint School District
No. 1 of the city of West Bend, the village of Barton, and the townships of Addison, Barton, Jackson, Polk, Trenton and West
Bend, hereinafter called the 'West Bend district.' In the fall of 1960 there was an informal meeting attended by some 50 people
who indicated a desire to keep the Oak Knoll School District together and annex it to the West Bend district. Thereafter a
petition was filed for such annexation. After a hearing held by the Washington County School Committee with the school board
of the city of West Bend at which there was no audible opposition, the School Committee rejected the petition. On January
19, 1961, the School Committee held an informal conference with a group of people of the Oak Knoll School District to discuss
the reasons for denying the petition. On February 7th, the School Committee held a meeting at which a resolution was adopted
upon its own motion to hold a public hearing on February 28th on a proposed reorganization dividing the district, as was subsequently
done. At the public hearing 18 persons spoke in favor of the division and 19 persons spoke in opposition. The chairman announced
there would be a conference following the hearing of the school boards involved and the County School Committee. Such a conference
was held immediately after the hearing was adjourned. All members of the board of Oak Knoll School District, 4 of the 5 West
Bend members, 2 of the 5 Slinger members, and all the members of the County School Committee were in attendance. No other
notice was given of this conference. The minutes of the conference reflect that the majority of the Oak Knoll School District
board was in favor of the proposed resolution, the West Bend school board was in favor, and the Slinger School board had passed
a resolution approving the proposed resolution although it felt certain sections of the school district could be better served
by the Slinger district than the West Bend district. The school boards requested prompt action by the Committee so these boards
could include the attached areas in their respective budgets and hire teachers. Assurance that this would be done was given
by the chairman. Immediately after this meeting, the County School Committee met and a motion was made and unanimously carried
that an order of the Committee be issued in accordance with the notice of the public hearing and the conference with the school
boards. The order, which had been previously prepared, was signed by the County School Committee and the meeting was adjourned.
